They are talking about Both H1b and Green card. Corporations are pushing for increase in H1b also. But this time they are giving some importance to green card also. That is a good development. Already Skil bill by Cornyn is there. May be in next few weeks it may come for voting with or without attachment. But approximately 4 to 5 votes will decide the fate of the bill as usual in the Senate. And also as usual anti immigrants may push Durbin Grassley bill. We will wait and see.

First of all, gun ownership is a right that is protected by 2nd amendment of US constitution, but the laws governing the ownership and usage are state laws.
So everything depends on the state where you live in. But in all 50 states, you have the right to own a gun because that right is protected by US constitution. You can be on H1 and own a gun, gun laws I think have nothing to do with your status, as long as you are legal.
Buying and Owning : Firstly, different states have different paperwork requirements to determine if you are legally present in US. If you are, then you have the right to own a gun if you want to.
Firearms ownership usually begins by you applying for a FOID card. FOID is Fire-arm Ownership Identification Card. You can find a form to fill out this paperwork at any place that sells guns. For example, shooting ranges, Sportsman's Warehouse, REI, they all sell guns and so they have forms that they can help you fill out to get FOID card. Once you get FOID card, you can buy a gun. FOID card may be called by a different name in different states, I live in Illinois, here its called FOID card. If you have a criminal history, then you may be denied this card depending on which state you live in.
Documents required for FOID card or gun permit maybe :
Passport, I-94, Alien number, valid visa, driver's license, proof of residence (utility bill). This list may vary, check your state's websites. Some states require you to live in that state for 6 months before you can own a gun.
Some states also have a one-week waiting period between applying for license and buying a gun. In California, you have to wait one week before you can buy a gun. You cant just go there, apply for permit and buy a gun in one day. This law may be there to prevent aggravated behavior as a person is likely to cool off anger or aggravation in 7 days. Depends again, on your state.
What kind of guns : In most states (I think all states), fully automatic guns are illegal and are not sold. Silencers are also illegal and not sold I think. Also, if you buy a shotgun (which is easier to use as you dont have to aim, it shoots pellets, not bullets, but a dozen or so, so its easier to aim), then the length of the barrel has to be certain inches (depending on state). If you saw it off, then its illegal. (because its easier to hide sawed off shot guns, hence illegal).
How you carry around the guns is also governed by local laws. There is a separate permit to carry guns in a concealed manner- concealed license. If you dont have such permit, then you have to carry your gun in such a manner that its visible to everyone. In some states, even that may not be legal, I dont know, check your states laws.

You are right. Things aren't moving fast enough because there is a general lack of participation from the otherwise intelligent EB immigrant community.
Even if 20%-30% were really proactive in supporting IV, things would have moved much faster.
We need to develop really intelligent strategies considering all the factors. Just throwing out ideas and organizing rallys may not be enough (although needed).
There are a lot of intelligent people on this forum. I think we need to work on our unity, commitment and implementing of strategies.
IV is already doing lot of these but does not seem to be working fast and effective enough.
Even if 20%-30% were really proactive in supporting IV, things would have moved much faster.

Can someone tell that If USCIS says that 29 June 07 is the last date to receive applications for premium processing for I 140 . Does that mean that they shud receive the application by 29th or application shud be post-marked dated 29th in order to be considered for premium processing.

We mailed my wife's PP on the 29th. I spoke to the customer service rep at USCIS and he said post mark date is what they see. But I have been seeing other websites say that its got to be received. Thats doesnt sound logical. So wait and watch I guess.

If there are no more new EB applicants, we should see all pending apps to get approved in a year or two max. The 4 current categories now are EB1 ROW, EB1 India/China and EB2 ROW. If there are 140K apps coming in every year from these categories, we'll never see any movement for EB2/EB3. Anybody know the average number of applicants the last few years from these categories? From the recent news, we know that demand for EB1 India and EB1 China has grown substantially. In my opinion, setting a cutoff date for EB1 India/China would be the best thing for USCIS to do now. That will prevent any new visa usage for EB1 India/China and allow EB2 and EB3 categories to catch up.
If they get continus apps from Eb1 in each quater how can they set up cutoff date ? ( I mean their demand with in range of supply ) .. isn't that illegal ?

Trust me my friend, I have seen it happen all the time, from large Telecom firm to Govt., its always there, most of the consultants just doesn't come to know about it, but the cut for the managers is there in some form, almost always. Why do each manager has a specific vendor through whom they want to hire most of the time? What else is the reason for the client to pay the consulting company $180/hr but they won't give 'valueablehurdle' anything more than $50-60/hr?
On a different note, now that NSG approved the waiver, most desi uncles, some of them are also owners of desi consulting companies will claim that they are the father of Nuclear deal. These bastards (sorry for my french) always oppose any GC fix and they tell their favorite congressman/senator (each has atleast one favorite politician for whom they do fund raisers) that gc backlog is not an important issue for the community. India Abroad, Times of India, rediff and other desi portals/newspapers will write 'Oliver North' style stories about these desi uncles knowing well that companies like GE etc put their weight behind the deal as it will create commerce to commerce over $20 billion/yr. But desi uncles/orgs will not stop claiming to be the father of nuclear deal. The fact is, most of these desi uncles made noise not because they wanted to do something for their country of birth, they are doing it because they think that if the nuclear deal passes, they can play middle man for US companies to sell the technology/material to Indian companies/govt. Most of the so called 'united voice of Indian-Americans on the Hill' organization's goal is to make big bucks by playing 'middle man' for companies wanting to sell technology to India. And as always, just as 'valuablehurdle''s client (paying $180/hr) Indian govt. will pay double the cost. These desi companies have squeezed blood of people waiting for gc, but now they think its time to move on to play big game with the big boys. This is not related to AC21 portability. This is very useful in a case you are planning to change jobs or you fear that your employer may be thinking about laying you off or firing you.
If the person has an approved I-140, but I-485 is not filed during priority date not being current, and decides to change the job, either with the same employer for a different job or with a new employer in a new position, the green card case would have to be started all over again, including labor certification(if required), I-140 and I-485 (or consular processing). However, if the person had an approved I-140 from the previous job, it is possible to request to retain the priority date in a new I-140 petition.
You can change jobs when I140 is approved and I485 not filed but the new employer will have to start GC process from scratch, but you can retain old PD. You can also check with attorney if you are still doubtful.
